javascript - vue-cli與后端框架集成config/index.js配置問題

在學習vue-cli的過程中，看見別人用vue-cli與后端框架集成的config/index.js的配置如下

我不懂的是為什么兩種環境build環境有assetsRoot而dev環境沒有，另外就是dev并沒有打包生成壓縮文件為什么也要提供assetsSubDirectory和assetsPublicPath。新手求輕噴
